Kaikoura is the best place in NZ to get up close with whales, dolphins and seals. The deep Kermadec trench sitting right offshore is what draws the marine life in, and the sheer variety of encounters here is hard to match anywhere else in the country. For whales, I'd go by sea over air if I had to choose. You're closer, it's more intimate, and seeing one surface a few metres from the boat is a proper memory. Book the first sailing of the day - it's usually the calmest. If you want to see the full scale of the creatures from above, a scenic whale watching flight is a genuinely good shout too, especially on a clear day. Dolphins are the other big one here - Kaikoura has some of the largest pods in NZ, and you can either jump in with them or watch from the boat. Seals are easy to write off as the "lesser" option here, but a seal kayak session changes that. Getting out on the water at their level is a different thing entirely compared to watching them snooze on rocks. They're naturally curious and playful in the water, and anything can happen.
